Capabilities, Inc. has been operating as a not-for-profit organization in Elmira, NY since 1955 and was incorporated in 1956. The idea came from the concern of community members who saw persons with disabilities not being employed due to impairments related to a disability. The idea turned into reality when community members, such as those belonging to the Elmira Rotary Club, formed a work group to raise money, build a building and create a program. Our vision is: We will create opportunities and environments that empower people to choose, get and keep the job of their choice. Our mission has essentially been the same since the doors first opened and that is to assist people with disabilities to obtain their optimum occupational goals. We provide services to persons from Chemung, Tioga and SteubenCounties in New York and Tioga and BradfordCounties in Pennsylvania.
Capabilities meets its mission and vision by providing vocational services and employment opportunities in a variety of ways. We have a facility-based program that offers these services on-site with maximum support provided by staff supervision. We provide training and support via an employment specialist and job coaches. We provide jobs by securing production contracts in assembly work, packaging, upholstery and printing services. Capabilities also operates a community-based program which provides service offsite with high levels of job specific training provided by job coaches and support services specific to each individual by an employment specialist. We provide jobs in the community by securing contracts with businesses in such areas as janitorial work, dishwashing and sorting recyclables. Lastly, Capabilities provides services and supports which assist an individual to attain and maintain independent community employment. These services and supports include things like resume writing, job searches, interviewing, employer-employee relations, and an employment specialist visiting the person at his or her jobsite. Our outcomes are measured by the numbers of persons who attain jobs, the length of time that individuals maintain jobs, consumer satisfaction and employer satisfaction.
Capabilities’ executive staff includes the Executive Director, Director of Fiscal & Business Operations and the Director of Employment Services. The management staff includes the Business Manager, Program Managers of Vocational Services and Outside Contracts, the Human Resource Specialist, Marketing Specialist and Fiscal Manager. Our direct care staff brings the commitment to providing high quality services and putting the needs and desires of the individuals first.
Capabilities, Inc. interfaces with nearly all of the social and human service agencies in the area including MR treatment agencies, MH treatment agencies, residential programs, Department of Social Services, Department of Labor and the NYS Education Department. We also interface with the local schools and colleges, business organizations and community employers.
Group medical insurance is available to full time employees through Excellus Blue Cross Blue Shield after 60 days of hire. If interested an application must be completed and returned to the HR department for enrollment. The cost of the insurance to employees is 25% of the appropriate premium; the agency pays the other 75%. The plan year is January – December.
Employee paid dental insurance is available to full time employees through Guardian after 60 days of hire. If interested an application must be completed and returned to the HR department for enrollment. The plan year is July – June.
Third Party Optional Insurance:
Capabilities offers a number of employee paid insurance opportunities through third party vendors. While employed, premiums can be made through payroll deduction. Enrollment in these plans is annual, through the respective company. The plan year is January – December.
Employees are paid bi-weekly on Friday via direct deposit. Pay vouchers are online and available through ADP.
Enrollment in the agency’s 401k plan, administered by Chemung Canal Trust Company, is available immediately. The agency 401K match is available after one year of service- eligible employees must be employed for one year and have been paid a minimum of 1,000 hours per year. Capabilities will match 50% of an employee’s contribution up to 3% (employee 6%; agency 3%).
Employee Assistance Program (EAP):
The agency offers no cost confidential and professional counseling for employees and dependents through Family Services. This benefit can be accessed independently by the employee to maintain confidentiality or with assistance from the HR department.
A Christmas Club account is available through Chemung Canal Trust Company. This self funded account can be started anytime and payments can be payroll deducted. Annual reimbursement is made in October and the club continues unless you notify the payroll department and CCTC that you wish to stop it.
A tuition reimbursement benefit is available to employees wishing to further their careers. Additional information is available for this benefit from the HR department.
Flexible Spending Account (FSA):
A flexible medical spending account is available through ADP Payroll annually. The plan year is January- December. Additional information is available from the HR department.
All new employees will be considered in an Orientation period for the first 90 days of employment. This period will be a training period during which the employee undergoes applicable background checks, physicals, or other testing necessary for their position. During this time paid benefit time cannot be used.
For employees working in Capabilities’ main facility, twelve (12) paid holidays will be observed:
Employees are eligible for holiday pay after 30 days of employment.
Paid Time Off:
Full time employees are granted 3 Personal days, 5 Sick days, and 5 Vacation days per year after a 90 day Orientation period. (Note: Vacation days are based on years of service and position classification)
