Capabilities, Inc. has been operating as a not-for-profit organization in Elmira, NY since 1955 and was incorporated in 1956. The idea came from the concern of community members who saw persons with disabilities not being employed due to impairments related to a disability.
The idea turned into reality when community members, such as those belonging to the Elmira Rotary Club, formed a work group to raise money, build a building, and create a program. Our mission has essentially been the same since the doors first opened. We now relate our mission in this way:

We currently provide services to persons from Chemung, Tioga, and Steuben Counties in New York and Tioga and Bradford Counties in Pennsylvania.
Capabilities’ meets its mission and vision by providing vocational training and employment opportunities in a variety of ways. We have a facility based program that offers these services on-site with maximum support provided by staff supervision. We provide training and support via an employment specialist and job coaches. We provide jobs by securing production contracts in assembly work, packaging, upholstery, and printing services. Capabilities’ also operates a community based program which provides services off-site with high levels of job specific training provided by job coaches and support services specific to each individual by an employment specialist. We provide jobs in the community by securing contracts with businesses in such areas as janitorial work, dishwashing, and sorting recyclables. Lastly, Capabilities provides services and supports which assist an individual to attain and maintain independent community employment These services and supports include things like resume writing, job searches, interviewing, employer-employee relations, and an employment specialist visiting the person at his or her job site.
Our outcomes are measured by the numbers of persons who attain jobs, the length of time that individuals maintain jobs, client satisfaction, and employer satisfaction.

We strive to operate under the principles of strong leadership, meaningful communication, teamwork, and flexibility. Capabilities, Inc. interfaces with all the social and human service agencies in the area including MR treatment agencies, MH treatment agencies, residential programs, Department of Social Sen/ices, Department of Labor, and the NYS Education Department. We also interact with the local schools and colleges, fraternity organizations, business organizations, and community employers.
